Incentives for Incubators

Support for recurring expenses

Govt. Incubators shall get the support for recurring expenses as Operational Subsidy assistance up to the limit of INR 1 lakh per year for a period of 3 years.

Startup Competition Assistance

To encourage entrepreneurship culture in colleges, Eligible Institutes of National Importance, State Universities & Central Universities based in Haryana, established Incubators in these institution’s premises shall be supported by State Government to organize such startup competition fest annually in which State shall provide assistance up to the limit of INR 5 lakh per event.

Mentor and Training

In order to provide mentoring for priority issues such as fundraising, scaling, recruitment and product interface, Incubators shall be provided Mentoring Assistance support up to a limit of INR 3 lakh per year.

The Incubator should be operational for a period of 6 months and should have filled minimum 25% of the total seat capacity (not more than 4 seats per startup) at least for a period of 3 months and submit the detailed performance report (month wise) for last 6 months as per the Annexure V under this Scheme.

Exemption on Rental Charge

Incubators operational in Haryana and registered with Startup Haryana would be given 50% exemption on lease rent and operation & maintenance charge for Govt. owned building for 3 years, up to a maximum of INR 5 lakh per annum per incubator.

Capital Subsidy

Government Host Institutes shall be provided Capital Grant of 50% of Capital Investment (excluding land cost) for setting up Incubator, subject to maximum INR 1 Cr.

Private Host Institutes shall be provided capital grant of 50% of Capital Investment (excluding land cost) for setting up Incubator, subject to maximum INR 50 lakh.

The amount of Capital Subsidy under this Scheme as approved by the State Government will be disbursed in 3 phases i.e. upto 30%, 30% and 40%. The applicant can avail any subsequent instalment only after submission of Application form for that phase along with the requisite supporting documents.

For the first phase, the Incubator need to provide the details of expenditure incurred till the date of application submitted.

For availing the second phase, the Incubator needs to be operational for a period of 6 months and should have filled minimum 25% of the total seat capacity (not more than 4 seats per startup) at least for a period of 3 months. The applicant needs to submit the application form, requisite documents, and submit the detailed performance report (month wise) for last 6 months as per the format prescribed under this Scheme.

For availing the third phase, the Incubator needs to be operational for a period of 18 months and should have filled minimum 50% of the total seat capacity (not more than 04 seats per startup) at least for a period of 6 months. The applicant needs to submit the application form, requisite documents, and submit the detailed performance report (month wise) for last 12 months as per the format prescribed under this Scheme.

Assistance for participating in Fair Exhibition

The Industry Association/Incubators leading a delegation of startups to National and International Fair/Exhibition or for organizing such fair/exhibition/seminars should be provided financial assistance up to INR 25 Lakh or as actual basis. At most 12 such events would be supported by the State government annually.

Stamp Duty Registration Reimbursement

Incubators shall be provided 100% Stamp duty registration reimbursement on purchase/lease of land/Office space/IT Building after commencement of operations within 2 years from the date of Stamp Duty registration and in operation for 3 years.
